Director of Policy, Advocacy & Government Relations
Dr. Troya Bishop serves as Director of Policy, Advocacy & Government Relations for The Elimu Initiative, where she provides strategic leadership at the intersection of education, public policy, and community advocacy.
Through her work, Dr. Bishop advances research-informed, justice-centered approaches to education and family empowerment, with particular attention to communities most impacted by systemic inequities. She brings experience across local, state, and national arenas, including senior roles with civil rights organizations, political campaigns, and legislative offices.
Dr. Bishop is known for her relational leadership, ethical clarity, and commitment to strengthening families as key stakeholders in educational and policy decision-making. Her work emphasizes accountability, access, and long-term community well-being.
She is also the Executive Director of the Parental Empowerment Institute, where she leads initiatives focused on family engagement, education policy research, and community advocacy. Guided by faith and purpose, Dr. Bishop often shares that she “lives for an audience of one…Jesus.”
